4. Article 4 - Capital Outlay (FinCom & CIC)
(School Department; High School Roof Repairs)
Appeared: David Fischer, Superintendent; Francis Cartier, Cheryl Gray, Frank Gauvin, Ronald Martel, School Committee members; James Testa, Maintenance; George Cruz of Flansburgh Architects; Marilyn Mathieu; Denis Fraine.
Amount requested: $205,500.00 for the High School Roof Repair.
Mr. Cruz explained that there are leaks on the roof. There was a manufacturer's warranty for 15 years on the roof materials, we are in the 13th year. There are holes through the membrane and they will not cover the repairs. The sealant gave way, the shingles are not covered, because a railing was installed to protect the Firefighters from falling off the roof per request of the Deputy Fire Chief. The company who did the work on the roof is now out of business. Moisture was getting under the shingles. Water comes into classrooms. The technology rooms need to cover equipment and computers with plastic. Mold could be a health issue.
Testing will be conducted during new construction (see breakdown) below.
Raymond Szczepan asked what the warranty on the repairs would be. Mr. Cruz said there was only a 2-year warranty and that would be from the roofer.
The railing will need to come off the roof and they will need to reshingle. The cost is based on square footage and demolition. The $150,000 will cover:
Tear up existing membrane;
Tear up existing shingle
Install ice and water shield
Install new installation
Install new membrane
Remove railing.
They will advertise for an architect. There will be a part-time overseer (3 times per week) The School Department will look into a grant. Construction, if approved at Town Meeting, will start in April/May of 2010.

Appearing: Donald DiMartino, Department of Public Works Superintendent; Anne & Frank Morse, interested citizens
Amount requested originally: $200,000, but CFO recommended $50,000. Donald DiMartino explained that the $50,000 be "eaten up in the Hartford Ave project and will we likely need to reduce out scope or linear footage or do nothing until we get enough money to make it a worthwhile project." They will mill the bad areas starting at the Medway border to as far as the money lasts. Then they will lay a micro-surface (thin tar), which has a 5-6 year life expectancy. They will not use shim (thicker surface, more stone). They expect $280,000 from the state for Chapter 90.

5. Article 9 - Revision to Town Zoning Bylaw Section 4900 Water Resource Districts (Snow Stockpiling)(Department of Public Works)

This Article would not permit snow Stockpiling and disposal of snow and ice containing deicing chemicals brought in from outside of the Water Resource District. Snow stockpiling from within the Water Resource District would be acceptable.

6. Article 10 - Revision to Town Zoning Bylaw Section 4900 Water Resource Districts; Impervious Surface (Department of Public Works)

This Article was first presented at the May 27, 2009 Town Meeting, but was defeated by Town Meeting vote. This article would limit a property owner from putting whatever he/she wants on her property (driveway, swimming pool, shed, etc.) if there is not 15% or 2,500 square feet, whichever is greater, unless there is a storm water management or artificial recharge of precipitation. The Department of Environmental Protection and Environmental Protection Agency are pushing this regulation and has fined one Town for not complying. Donald DiMartino worked with Roland Lavallee to come up with a compromised Article for this Town Meeting. There was discussion about property owners needing "site designs". It was requested that
the word "additional" be delete, under No. 1, last sentence. This Bylaw would cover new construction and new additions. Donald DiMartino will propose the motion as printed below without the word "additional".
To see if the Town will vote to amend Section 4900 Water Resource Districts of the~Zoning Bylaws by:
Adding the following to the end of section 4970.~ Prohibited Uses
xvii.~~ The rendering impervious of greater than fifteen percent (15%) or two thousand five hundred (2,500) square feet of any lot or parcel, whichever is greater, unless a system of storm water management and artificial recharge of precipitation is developed which is designed to prevent untreated discharges to wetland and surface water; preserve hydrologic conditions that closely resemble pre-development conditions; reduce or prevent flooding by managing peak discharges and volumes of runoff; minimize erosion and sedimentation; not result in significant degradation of groundwater; reduce suspended solids and other pollutants to improve water quality and provide increased protection of sensitive natural resources.
These standards may be met using the following or similar best management practices:
- For lots or parcels occupied, or proposed to be occupied, by single or two family residences recharge shall be attained through site design that incorporates natural drainage patterns and vegetation in order to reasonably maintain pre-construction storm water patterns and water quality to the~ extent practicable.~ Storm water runoff from rooftops, driveways and other impervious surfaces shall be routed over lawn areas via sheet flow for no less than eight feet before discharging to a wetland, surface water, or impervious surface that lead to a street drain system.~ Dry Well leaching pits can be used in lieu of eight feet of lawn for rooftop runoff.~ The site design must direct only the added impervious surface run off. No
additional site design is needed, if the street drain system has water quality and recharge installed at the outfall.~
2. For lots or parcels occupied, or proposed to be occupied by other uses, a Storm water Management Permit Application shall be filed per Planning Board Rules and Regulations to insure that a system of storm water management and artificial recharge of precipitation is developed.
Deleting subparagraph in Section 4980 - Uses and Activities Requiring A Special Permit, which now reads:
iii.~~~ any use that will render impervious any lot or parcel more than 30%.~ A system for groundwater recharge must be provided which does not degrade groundwater quality.~ For non-residential uses, recharge shall be by storm water infiltration basins, or similar system covered with natural vegetation, and dry wells shall be used only where other methods are infeasible.~ For all non-residential uses, all such basins and oil, grease, and sediment traps to facilitate removal of contamination shall precede wells.~ The owner shall permanently maintain any and all recharge areas in full working order.

7. Article 11 - Revision to Town Zoning Bylaw Section 4900 Water Resource District - Revised Map (Department of Public Works)

The Water Resource District was last changed in 1995. This is an update. Engineers came up with the change to protect the water wells. Property owners do not need to be notified that the property has either been added or taken out of the Water Resource District.
Anne and Frank Morse were disturbed to find out that their business had been added to the Water Resource District without their knowledge in 1995. They are quite concerned that they will not be able to eventually sell the business because of the Water Resource District restrictions.
Donald DiMartino submitted a map showing the current and the proposed Water Resource District.

8. Article 12 - Pulaski Boulevard - Traffic Signal Maintenance Easement (Department of Public Works)
This article is for a permanent easement to repair the traffic lights on Pulaski Blvd at the Stop & Shop. The Easement will be located on the property where Advanced Auto is located. The easement is a "gift". Advanced Auto Shop agrees with the easement.

9. Article 13 - Pulaski Boulevard Project Easements (Department of Public Works)

Donald DiMartino requested that this Article be rescheduled, because he has not filed the paperwork with MassHighway yet. This Article will be heard on Monday, September 14, 2009.
Below is an email from Donald DiMartino explaining the status:
Pulaski is listed in FFY 2010 element of the soon to be released for public comment 2010-2013 DRAFT TIP. It is also eligible for ARRA (Federal Eco Stimulus funds) but that list is not out yet. It was supposed to be out yesterday, but is still EOT/MHD internal review and from there it needs to be accepted by the governor.
Denis or I have attended pretty much every TIP drafting meeting this summer. It really looks good for us to be under construction next year either funded by ARRA or the TIP. I will believe it is going to happen once the bids are opened.
Status:
We received peer review letter from Tetrateck Rizzo August 7th nothing major and are about to submitted PSE to MHD for review.
We should wrap up ROW this month (Temp Easements recorded on August 12th).
Environmental was wrapped up months ago. MHD filed ENF and got certificate.
There are very few TIP projects as ready as we are with Pulaski.
MHD is confident we will be bid early in FFY 2010 and have the utilities (Verizon-National Grid) working on the pole relocation plans (94 or so need to be moved). The MHD website for the project notes Construction Begins Winter 2009-2010.
Yes the State will advertise it and they have not yet. It will have to be after FFY 2010 begins October 1st.

12. Article 5 - Capital Outlay (under $50,000)
MIS/GIS Mapping
Amount requested $25,000. This is an update and for links to the database.

Dam Repairs
Amount requested: $40,000.
$25,000 is to remove the Crystal Lake Dam. $25,000 would cover design, engineering, permits and the removal.
$15,000 will be used for 2 more inspections. The Pearl Street Dam requires an update. The Town is in compliance with State requirements as of this date.

Cemetery - Gravestone Rehab
Amount requested: $10,000. This money will be used to repair damaged gravestones at North, Center, Depot Street and Scott Cemeteries. We have old and historical graves in Town and they should be preserved.

The FinCom will not meet on Monday, September 21st, but will meet on Tuesday, September 22, 2009, if needed.
